California 🐻

Regulator: California Department of Cannabis Control (DCC)

California's DCC enforces some of the most detailed packaging and labeling requirements in the country. All cannabis products must carry the California universal symbol — a red diamond with an exclamation point and the text "CA" — on every package. Child-resistant, opaque packaging is required for retail sale, and exit bags must be CR at point of sale.

Colorado 🏔️

Regulator: Colorado Marijuana Enforcement Division (MED)

Colorado requires the MED universal symbol on all retail marijuana products — a red diamond with an exclamation mark and "!" character. The symbol is shared with Florida and New Mexico for recreational products. Child-resistant, opaque packaging is required, and exit bags must be CR at point of sale.

Michigan 🍒

Regulator: Michigan Cannabis Regulatory Agency (CRA)

Michigan requires the state universal THC symbol on all adult-use and medical cannabis products. Packaging must be child-resistant, opaque, and resealable where applicable. The CRA provides symbol specifications and approved formats in their licensee guidance documents.

Oklahoma 🌾

Regulator: Oklahoma Medical Marijuana Authority (OMMA)

Oklahoma's OMMA requires the state universal symbol — a red "THC" in a triangle — on all cannabis packages in clear and plain sight. The symbol must be red with black text, and specifications are detailed in OMMA's official guidelines PDF. As a medical-only state, all products must meet OMMA's strict packaging and labeling rules.

Washington 🌲

Regulator: Washington State Liquor and Cannabis Board (WSLCB)

Washington requires the universal THC symbol — the standard exclamation diamond — along with "21+" age restriction marking on all cannabis products. The WSLCB mandates child-resistant, opaque packaging at retail. Washington was one of the first states to legalize adult-use cannabis and has well-established packaging standards.

Oregon 🌲

Regulator: Oregon Liquor and Cannabis Commission (OLCC)

Oregon's OLCC requires the state universal symbol — a red stop-sign shaped icon with an exclamation mark — on all cannabis products. Oregon has some of the most specific symbol size and placement requirements in the country. Packaging must be child-resistant, tamper-evident, and opaque.

Nevada 🎰

Regulator: Nevada Cannabis Compliance Board (CCB)

Nevada's CCB requires the state universal symbol on all cannabis products. Packaging must be child-resistant, opaque, and resealable. Nevada dispensaries must provide CR exit bags at point of sale. The CCB maintains packaging and labeling specifications in its licensee resource center.

Arizona 🌵

Regulator: Arizona Department of Health Services (ADHS)

Arizona's ADHS oversees both adult-use and medical cannabis packaging requirements. All products must include the universal THC symbol, be in child-resistant packaging, and be opaque. Arizona's adult-use market launched under Prop 207 and the ADHS has detailed labeling guidance for licensees.

Regulator: Illinois Department of Financial and Professional Regulation (IDFPR)

Illinois requires the universal THC symbol on all cannabis products under the Cannabis Regulation and Tax Act. Packaging must be child-resistant, opaque, and resealable where applicable. Illinois has additional requirements around youth-appeal restrictions and tamper-evidence for manufactured products.

New York 🗽

Regulator: New York Office of Cannabis Management (OCM)

New York's OCM Part 128 regulations govern all cannabis packaging and labeling. The NY universal symbol — a specific cannabis leaf icon with "NY" — must appear on all products. The OCM's Part 128 guidance page provides direct symbol downloads in multiple formats, making it one of the most accessible state symbol resources available.

Montana 🦅

Regulator: Montana Department of Revenue — Cannabis Control Division

Montana requires the state universal THC symbol on all adult-use and medical cannabis products. The Montana Department of Revenue provides labeling specifications and symbol requirements for licensed operators. Packaging must be child-resistant and opaque.

New Mexico 🌶️

Regulator: New Mexico Cannabis Control Division (CCD)

New Mexico's CCD requires the universal THC symbol — shared with the Colorado/Florida format for recreational products — on all cannabis packages. Child-resistant, opaque packaging is mandatory. Minnesota ❄️

Regulator: Minnesota Office of Cannabis Management (OCM)

Minnesota launched adult-use cannabis in 2025 under the Minnesota Office of Cannabis Management. As a newer market, many operators are still building their packaging programs.

Massachusetts 🦞

Regulator: Massachusetts Cannabis Control Commission (CCC)

Massachusetts is one of the country's most established adult-use markets. The CCC requires the universal THC symbol, child-resistant packaging, opaque and tamper-evident materials, and resealable packaging for multi-use products. The CCC provides detailed labeling guidance and symbol specifications for licensees.

Maine 🦞

Regulator: Maine Office of Cannabis Policy (OCP)

Maine's Office of Cannabis Policy oversees adult-use and medical cannabis packaging requirements. All products must display the Maine universal symbol and be in child-resistant, opaque packaging. Maine shares a universal symbol format with Massachusetts for qualifying products.

Maryland 🦀

Regulator: Maryland Cannabis Administration (MCA)

Maryland's adult-use market launched in 2023 under the Cannabis Administration. The MCA requires the Maryland universal THC symbol — a distinctive diamond mark — on all cannabis products, along with COMAR-compliant child-resistant packaging, required warning statements, and exit bag compliance at dispensary POS.

Missouri 🌻

Regulator: Missouri Division of Cannabis Regulation (DCR)

Missouri launched adult-use cannabis in 2023 and the Division of Cannabis Regulation enforces packaging standards under 19 CSR 100-1. All products must carry the universal THC symbol, be packaged in child-resistant, opaque containers, and meet tamper-evidence requirements. New Jersey 🌊

Regulator: New Jersey Cannabis Regulatory Commission (NJ-CRC)

New Jersey's fast-growing adult-use market is governed by the Cannabis Regulatory Commission. All cannabis products must display the NJ universal symbol, be in child-resistant, opaque packaging, and meet the CRC's labeling requirements including required warning statements and QR code for COA access. Exit bags must be CR at point of sale.

Ohio 🌰

Regulator: Ohio Division of Cannabis Control (DCC)

Ohio launched adult-use cannabis retail in 2024 under Issue 2. The Division of Cannabis Control requires the Ohio universal symbol — a dual-mark combining the THC symbol with a DCC seal — on all cannabis products. Ohio has strict child-resistant, opaque, and tamper-evident packaging requirements under OAC 1301:18-4-19 through 4-23.

Cannabis Packaging Requirements — What Every State Has in Common

While every state has its own regulatory body and specific rules, a few requirements apply across virtually every regulated cannabis market:

  • Child-resistant packaging: Required in every state. Packaging must meet CPSC standards under the Poison Prevention Packaging Act, with flexible packaging certified to ASTM D3475 and rigid packaging to 16 CFR 1700.15.
  • Opaque packaging: Cannabis products must not be visible through the packaging at retail. Clear packaging is only permitted where regulations allow it with opaque outer packaging.
  • Universal THC symbol: Every state has its own approved symbol that must appear on all cannabis product packaging in a specified minimum size.
  • Required warning statements: All states require specific health and safety warnings on labels, including "keep out of reach of children" and age restriction notices.
  • Tamper-evident packaging: Required for manufactured products (edibles, concentrates, infused items) across all regulated markets.
  • CR exit bags at POS: Most states require dispensaries to place all purchased products in a child-resistant, opaque exit bag before the customer leaves the store.
