Cannabis packaging compliance is not a one-size-fits-all proposition. Every regulated state has developed its own packaging requirements — often with meaningful differences in child-resistance standards, opaque packaging mandates, THC symbol specifications, and labeling requirements. What's fully compliant in Colorado may be non-compliant in California. What California requires on a label may differ from what New York requires.

Here's a state-by-state orientation to the packaging requirements that matter most for cannabis operators in major regulated markets.

California (DCC)

California's Department of Cannabis Control (DCC) has some of the most detailed packaging requirements in the country:

  • Child resistant: Required for all cannabis products in consumer-facing packaging
  • Opaque: Required — packaging must not be transparent or translucent in a way that allows the product to be seen
  • THC symbol: The "!" warning symbol is required on all cannabis product labels, in a specific size relative to the package
  • Tamper evident: Required for edibles and some other product types
  • Label requirements: Extensive — includes THC/CBD %, net weight, batch number, harvest date, distributor license, retailer license, and required warning statements

Colorado (MED)

Colorado's Marijuana Enforcement Division (MED) requirements include:

  • Child resistant: Required
  • Opaque: Required for retail packaging
  • THC symbol: The universal THC symbol (.5" or .65" formats accepted) required on all product labels
  • Serving size indicators: Required for edibles with multiple servings
  • Label requirements: THC %, net weight, license numbers, batch ID, required warnings

Oregon (OLCC)

Oregon's OLCC has specific requirements that include separate symbol formats for cannabis and hemp:

  • Child resistant: Required
  • THC symbol: Red symbol for recreational cannabis; blue symbol for hemp-derived products — both must meet specific OLCC formatting requirements
  • BioTrack/Greenbits labels: OLCC requires labels printed from the state's cannabis tracking system for certain product types — thermal label formats must match system output specifications

Michigan (MRA)

Michigan's Marijuana Regulatory Agency (MRA) requirements:

  • Child resistant: Required for all retail cannabis products
  • Opaque: Required for packaging that leaves the licensed facility
  • THC symbol: Michigan-specific universal symbol required on all product labels
  • Exit packaging: Dispensaries must provide CR exit packaging for all consumer purchases

Washington (LCB)

Washington's Liquor and Cannabis Board (LCB) requirements include:

Oklahoma (OMMA)

Oklahoma's OMMA requirements for medical marijuana:

  • Child resistant: Required for all medical marijuana products
  • THC symbol: OMMA-specific symbol required in multiple size formats depending on package type
  • Label requirements: Patient and caregiver information fields, dispensary license number, strain name, THC/CBD content, net weight

New York (OCM)

New York's Office of Cannabis Management (OCM) has requirements including:

  • Child resistant: Required
  • THC symbol: New York-specific warning symbol in horizontal or vertical orientation as specified by OCM
  • Packaging restrictions: NY has strict rules prohibiting packaging that appeals to minors — no cartoon characters, no imagery that mimics non-cannabis products

The Universal Requirements: What Every State Shares

Despite variation, virtually every regulated cannabis market requires:

  1. Child-resistant packaging meeting CPSC or equivalent standards
  2. A THC universal symbol in a state-specified format
  3. Net weight of the cannabis product
  4. THC and CBD percentage or content
  5. Producer/processor license number
  6. Batch or lot number for traceability
  7. Required warning statements about cannabis use
